Abstract
This paper recommends that Washington State experiment with a school-based performance award (SBPA) program as part of its K-12 public education accountability system. An assessment of research on SBP A programs in two other states suggests these programs complement a performance-based accountability system by providing a financial incentive for schools to align their practices with state learning standards. The design elements of a SBPA program have a significant impact on the effectiveness of the program to motivate teachers to improve student performance. Therefore, Washington policymakers should carefully consider what elements of a SBP A program will encourage an increase in student achievement across the state.
